I voted NO, but think some clarification is in order:
If the challenge goes unanswered by the “questionee”, he/she has the option to call out the questioner (as occurred in the podcast). If the questioner has a valid song/lyric, he/she gets the point, if not neither player scores (or maybe a point deduction rule comes into play).

I agree with yellerdog. If the guesser can’t come up with anything than the originator has to or they lose a point.
